◆ 예결위, 김영환 지사 역점사업 예산 일부 부활

충북도의회 예산결산특별위원회가 '일하는 밥퍼 지원' 예산 20억1천623만5천원을 복원했다. 예결위는 9일 내년도 충북도 예산안 종합심사에서 정책복지위원회가 삭감했던 예산을 되살렸다. 앞서 정책복지위는 도가 요청한 96억1천623만5천원 가운데 41억1천623만5천원을 삭감한 바 있다. K-유학생 유치사업 연계 팸투어 예산 3천만원과 '충북영상자서전 도민 확산' 홍보 예산 8천500만원도 부활했다.

◆ '청년·여성 일자리' 2억원 삭감 유지

김영환 지사의 또 다른 역점사업인 '일하는 기쁨 청년·여성 일자리 지원' 예산은 상임위 삭감이 그대로 유지됐다. 산업경제위원회는 사업계획 미흡 등을 이유로 15억1천706만8천원 가운데 2억원을 삭감했다. 위기관리센터 건립 용역비, 지속가능발전 보고서 용역비, 탄소중립 프로그램 운영비 등도 복원되지 않았다. 예결위는 충북종합사회복지센터 주차장 조성 예산 22억6천만원을 전액 삭감했다. 일반회계 최종 삭감 규모는 11개 사업, 52억4천98만5천원이다.

◆ 15일 본회의서 최종 확정

김종필 예결위원장은 "상임위 예비심사 결과를 존중해 목적이 불명확하거나 산출 근거가 미흡한 사업을 삭감했다"고 밝혔다. 충북도는 올해 본예산보다 5천20억원(7%) 늘어난 7조6천703억원 규모의 내년도 예산안을 도의회에 제출했다. 수정 가결된 예산안은 오는 15일 제430회 정례회 본회의에서 최종 확정된다.

◆ Budget Committee partially restores Governor Kim Young-hwan's key project budget

The Chungbuk Provincial Council Budget and Accounts Special Committee restored 2,016,235,000 won of the 'Working Babper Support' budget. The Budget Committee revived the budget cut by the Policy and Welfare Committee during the comprehensive review of next year's Chungbuk Province budget on the 9th. Previously, the Policy and Welfare Committee had cut 4,116,235,000 won out of the 9,616,235,000 won requested by the province. The 30 million won fam tour budget linked to K-International Student Attraction Project and the 85 million won promotional budget for 'Chungbuk Video Autobiography Citizen Expansion' were also restored.

◆ 'Youth and Women Jobs' 200 million won cut maintained

The budget for 'Working Joy Youth and Women Job Support,' another key project of Governor Kim Young-hwan, maintained the standing committee's cut. The Industry and Economy Committee cut 200 million won out of 1,517,068,000 won citing insufficient business plans. Crisis Management Center construction service costs, sustainable development report service costs, and carbon neutrality program operation costs were also not restored. The Budget Committee entirely cut the 2.26 billion won budget for Chungbuk Comprehensive Social Welfare Center parking lot construction. The final general account cut totals 11 projects and 5,240,985,000 won.

◆ Final confirmation at plenary session on the 15th

Budget Committee Chairman Kim Jong-pil stated, "We respected the preliminary review results of the standing committees and cut projects with unclear purposes or insufficient calculation basis." Chungbuk Province submitted next year's budget of 7.6703 trillion won, an increase of 502 billion won (7%) from this year's main budget, to the provincial council. The amended budget will be finalized at the 430th regular session plenary on the 15th.
