◆ 충북도 유치 대상 31개에서 65개로 확대

충북도는 8일 김영환 충북지사 주재로 '충북 공공기관 유치 시행전략 연구용역' 최종보고회를 개최했다. 이번 용역은 2023년 수립한 유치 전략을 구체화하고 새 정부 국정과제인 '2차 공공기관 이전' 대응 시행 전략을 담았다. 충북도는 유치 대상 특화 공공기관을 기존 31개에서 65개로 확대했다. 충북도는 지역 국가중추시설, 전략산업, 1차 이전기관 연계를 통해 지역 경제 성장과 국토 균형발전을 견인한다는 구상이다.

◆ 국가중추시설 연계 19개, 전략산업 13개 유치 추진

충북도는 청주국제공항, 국가대표선수촌, 국립소방병원, 대청·충주댐, 오송·제천 철도 인프라 등 도내 국가중추시설과 연계해 19개 기관 유치를 추진한다. 대상 기관은 한국공항공사, 항공안전기술원, 국민체육진흥공단, 대한체육회, 한국소방산업기술원, 한국소방안전원, 한국환경공단, 한국수자원조사기술원, 한국철도기술연구원, 코레일네트웍스 등이다. 충북도는 '항공·스포츠·안전·수자원·철도 클러스터' 조성을 목표로 한다. 지역전략산업 강화를 위해 한국지역난방공사, 한국석유관리원, 한국에너지기술평가원, 한국사회보장정보원, 한국국방연구원, 한국보건의료인국가시험원 등 13개 기관도 유치 대상에 포함했다. 에너지, 바이오·보건, 방산을 충북형 전략산업으로 규정하고 국가 전략벨트의 한 축을 맡겠다는 목표다.

◆ 1차 이전기관 연계 25개, 금융기관 8개 유치 추진

충북도는 1차 이전으로 충북에 정착한 과학기술·정보통신·교육기관과 연계해 시너지 효과를 낼 25개 기관 유치를 추진한다. 대상 기관은 한국산업기술진흥원, 국토교통과학기술진흥원, 한국데이터산업진흥원, 한국정보통신기술협회, 한국청소년활동진흥원, 고용노동교육원, 건설기술교육원 등이다. 지역은행 부재 문제 해결을 위해 중소기업은행, 건설근로자공제회, 대한지방행정공제회, 한국지방재정공제회, 과학기술인·군인·경찰·교직원 공제회 등 금융·공공서비스 기관 8개 유치에도 나선다.

충북도는 정부와 정치권, 이전 대상 공공기관 등에 용역 결과를 사전 제공하고 정부의 2차 이전 로드맵 및 대상 기관 선정에 반영해 줄 것을 건의할 계획이다. 내년부터 공공기관 유치 태스크포스(TF)를 본격 가동한다. 시민단체와 경제단체 등이 참여하는 '균형발전 및 공공기관 유치 범도민위원회(가칭)'를 구성해 대도민 결의대회, 국회 토론회, 중앙부처·기관 대상 설명회 등 전방위 유치 활동을 펼친다는 방침이다.

김영환 지사는 "충북은 정주여건과 접근성에서 수도권 못지않은 경쟁력을 갖춘 공공기관 이전 최적지"라며 "2차 공공기관 이전을 통해 충북이 국가 균형발전의 중심축으로 도약할 수 있도록 총력을 기울이겠다"고 밝혔다.

한편 2013~2019년 수도권 공공기관 1차 이전 당시 국가공무원인재개발원, 국가기술표준원, 법무연수원, 정보통신산업진흥원, 한국고용정보원, 한국가스안전공사, 한국소비자원, 정보통신정책연구원, 한국교육개발원, 한국교육과정평가원, 한국과학기술기획평가원 등 11개 기관이 충북혁신도시에 이전했다.

◆ Chungbuk Province Expands Targets from 31 to 65 Institutions

Chungbuk Province held the final report meeting for the 'Chungbuk Public Institution Attraction Implementation Strategy Research Project' on December 8, chaired by Governor Kim Young-hwan. This project detailed the attraction strategy established in 2023 and included implementation strategies responding to the new government's national agenda of 'Second Phase Public Institution Relocation.' Chungbuk Province expanded its specialized public institution targets from 31 to 65. The province plans to drive regional economic growth and national balanced development through linkages with regional national core facilities, strategic industries, and first-phase relocated institutions.

◆ Pursuing 19 Institutions Linked to National Core Facilities, 13 for Strategic Industries

Chungbuk Province is pursuing 19 institutions linked to national core facilities including Cheongju International Airport, National Athletes Village, National Fire Hospital, Daecheong and Chungju Dams, and Osong-Jecheon railway infrastructure. Target institutions include Korea Airports Corporation, Aviation Safety Technology Institute, Korea Sports Promotion Foundation, Korean Sport & Olympic Committee, Korea Fire Institute, Korea Fire Safety Institute, Korea Environment Corporation, Korea Water Resources Survey and Technology Institute, Korea Railroad Research Institute, and Korail Networks. Chungbuk Province aims to create an 'Aviation, Sports, Safety, Water Resources, and Railway Cluster.' For strengthening regional strategic industries, 13 institutions are also targeted including Korea District Heating Corporation, Korea Petroleum Quality & Distribution Authority, Korea Institute of Energy Technology Evaluation and Planning, Korea Social Security Information Service, Korea Institute for Defense Analyses, and Korea Health Personnel Licensing Examination Institute. The goal is to establish energy, bio-health, and defense as Chungbuk-type strategic industries and serve as a key axis in the national strategic belt.

◆ Pursuing 25 Institutions Linked to First-Phase Relocations, 8 Financial Institutions

Chungbuk Province is pursuing 25 institutions to create synergy effects by linking with science and technology, information and communication, and education institutions that settled in Chungbuk during the first-phase relocation. Target institutions include Korea Institute for Advancement of Technology, Korea Agency for Infrastructure Technology Advancement, Korea Data Agency, Telecommunications Technology Association, Korea Youth Activity Promotion Agency, Employment and Labor Training Institute, and Construction Technology Training Institute. To address the lack of regional banks, the province is also pursuing 8 financial and public service institutions including Industrial Bank of Korea, Construction Workers Mutual Aid Association, Korea Local Administration Mutual Aid Association, Korea Local Finance Association, and mutual aid associations for scientists, military personnel, police, and teachers.

Chungbuk Province plans to provide the research results in advance to the government, political circles, and target public institutions, and request reflection in the government's second-phase relocation roadmap and target institution selection. The province will fully launch a Public Institution Attraction Task Force (TF) starting next year. It plans to establish the 'Provincial Committee for Balanced Development and Public Institution Attraction (tentative)' with participation from civic and economic organizations to conduct comprehensive attraction activities including provincial rallies, National Assembly discussions, and briefings for central ministries and institutions.

Governor Kim Young-hwan stated, "Chungbuk is the optimal location for public institution relocation with competitiveness comparable to the metropolitan area in settlement conditions and accessibility. We will make every effort to help Chungbuk leap forward as the central axis of national balanced development through the second-phase public institution relocation."

During the first-phase relocation of metropolitan area public institutions from 2013 to 2019, 11 institutions including National Human Resources Development Institute, Korean Agency for Technology and Standards, Legal Research and Training Institute, National IT Industry Promotion Agency, Korea Employment Information Service, Korea Gas Safety Corporation, Korea Consumer Agency, Korea Information Society Development Institute, Korean Educational Development Institute, Korea Institute for Curriculum and Evaluation, and Korea Institute of S&T Evaluation and Planning relocated to Chungbuk Innovation City.
