◆ 보은·영동군 민생안정지원금 검토

보은군과 영동군이 내년 군민 1인당 연간 50만원 민생안정지원금을 지역화폐로 지급하는 방안을 검토한다. 9일 확인했다. 괴산군은 8일 180억원을 투입해 군민 1인당 50만원 민생안정지원금을 지급한다고 발표했다. 영동군 관계자는 "내년 설 연휴(2월 14~18일) 직전 등 두 차례 분할 지급 방안을 검토한다"며 "확정하지 않았지만 빠른 시일 안에 공식 발표할 예정"이라고 밝혔다. 영동군은 지급 근거 마련을 위해 관련 조례 제정·개정 문제를 군의회와 협의한다.

◆ 옥천군 기본소득 시범사업 선정

3개 군은 소비진작과 지역경제 활성화를 지급 목적으로 내세운다. 농어촌 기본소득 시범사업 대상지로 선정된 옥천군을 의식한 조처다. 옥천군민은 2026년 1월부터 1인당 월 15만원씩, 연간 180만원 기본소득을 받는다. 기본소득 첫 해(2026년) 추정 국비·지방비 874억원 중 옥천군 부담 사업비는 최소 265억원이다.

◆ 인구 유출 우려와 선거 영향

전국 지방선거를 6개월 앞두고 현금성 복지 혜택 지역과 비수혜 지역 민심이 갈린다. 12월 1~5일 옥천군 전입인구는 294명이다. 평상시 전입·전출 통계를 크게 웃도는 수치다. 괴산·보은·영동군은 옥천군과 같은 국회의원 선거구(동남부 4군)다. 보은군과 영동군은 옥천군과 행정구역 경계를 맞댄다. 11월 말 기준 주민등록인구는 보은군 3만229명, 옥천군 4만8409명, 영동군 4만2740명, 괴산군 3만5618명이다.

Goesan-gun announced on Dec. 8 it will invest 18 billion won to distribute 500,000 won per resident. A Yeongdong-gun official stated, "We review distributing payments in two installments, including before the Lunar New Year holiday (Feb. 14-18)." The official added, "Nothing is finalized, but we plan to make an official announcement soon." Yeongdong-gun consults with its council on enacting or amending relevant ordinances.

◆ Okcheon Selected for Basic Income Pilot Program

The three counties cite consumer spending stimulation and local economic revitalization as objectives. The measures respond to Okcheon-gun's selection as a pilot site for a rural basic income program. Okcheon residents will receive 150,000 won monthly—1.8 million won annually—starting January 2026. Of the estimated 87.4 billion won in national and local funds for the program's first year (2026), Okcheon-gun's share totals at least 26.5 billion won.

◆ Population Outflow Concerns and Election Impact

Public sentiment diverges between areas receiving cash benefits and non-recipient areas six months before nationwide local elections. From Dec. 1-5, 294 people registered as new Okcheon residents. This figure far exceeds normal migration statistics. Goesan, Boeun and Yeongdong share a National Assembly electoral district with Okcheon (southeastern four counties). Boeun and Yeongdong directly border Okcheon. As of late November, registered populations stand at 30,229 in Boeun, 48,409 in Okcheon, 42,740 in Yeongdong and 35,618 in Goesan.
