수확이 끝나고 농한기의 기쁨을 누려야 할 계절이다. 그러나 농민들의 시름은 깊어만 간다. 치솟는 농자재 값에 허리가 휘는 농가의 현실이 풍요로운 풍경 뒤에 숨어 있다.
제329회 제2차 정례회가 한창인 11월 25일 오후, 옥천군의회 집무실에서 추복성 의장을 만났다. 50여 년 세월 동안 옥천 땅을 누빈 그의 눈빛에는 여전히 청년의 열정이 살아 있었다. 군민의 어려움을 외면하지 않겠다는 굳은 신념, 고향 옥천에 대한 깊은 애정이 그의 목소리에 고스란히 담겨 있었다.
◆ 후반기 의회 성과
질의: 후반기 의장직을 수행하며 옥천군의회의 성과는?
답변: 옥천군의회는 '군민 중심, 책임 의정' 기조 아래 후반기 의회에서 의원 발의 조례안 46건, 5분 자유발언 29건 등 왕성한 의정 활동을 펼쳤다. 1인당 평균 조례 발의 6.5건, 5분 자유발언 4.1건을 기록했다. 현원 7명 기준이다.

◆ 필수 농자재 지원법 촉구

◆ 몽골 바양주르흐구 국제교류

답변: 옥천군의회는 2024년 3월 5일 몽골 울란바토르시 바양주르흐구 의회와 우호 교류 협력 양해각서(MOU)를 체결했다. 협약 체결 1년여 만에 가시적인 성과가 나타나고 있다.
2025년 7월 2일부터 5일까지 바양주르흐구 학생 대표단 10명이 옥천군을 방문했다. 양 지역 간 실질적인 청소년 교류의 첫 사례다. 학생들은 장령산자연휴양림 산림 치유 체험, 대청호 관공선 탑승, 용암사 전통문화 체험 등 다양한 프로그램에 참여했다. 2025년 8월 7일부터 10일까지는 본 의장이 조규룡 부의장과 함께 바양주르흐구 개청 60주년 기념행사에 참석했다. 맨드사이항 바양주르흐구 의회 의장, 자르갈사이항 구청장과 면담하며 양 지역 공동 발전과 학생·산업 교류 방안을 논의했다.
기대 효과는 세 가지다. 첫째, 청소년 국제 감각 함양이다. 둘째, 충북도립대학교와 연계한 외국인 유학생 유치다. 셋째, 농업, 관광, 문화 등 다양한 분야로 산업·경제 교류 확대다.
◆ 제329회 정례회 핵심 과제

◆ 농어촌 기본소득 시범사업 탈락 대응

질의: 옥천군이 농어촌 기본소득 시범사업에서 최종 탈락했다. 옥천군의회의 입장과 향후 대응 방안은?
답변: 옥천군이 49개 지자체 중 12개 예비 선정 후보에 이름을 올렸음에도 최종 대상지에서 제외된 것에 대해 매우 유감스럽게 생각한다. 전국 8개 도 가운데 충청북도만 유일하게 배제됐다. 지역 간 균형 발전과 정책 형평성 측면에서 납득하기 어려운 결과다.
옥천군의회는 적극적인 대응 활동을 전개해 왔다. 9월 25일 제326회 임시회에서 농어촌 기본소득 정책 개선과 옥천군의 시범사업 참여 필요성을 담은 건의안을 채택했다. 10월 22일에는 충청북도만 제외된 선정 결과의 불합리성을 지적하고 옥천군 추가 지정을 건의했다. 11월 17일에는 사업의 조속한 확대와 옥천군의 추가 지정을 국회와 정부에 강력히 촉구했다.
국회 농림축산식품해양수산위원회는 11월 13일 시범사업 관련 예산 1,706억 원 증액 예비 심사안을 의결했다. 선정되지 않은 5개 군의 추가 지정과 국비 부담률 50% 상향이 포함됐다. 옥천군의회는 국회와 정부에 마지막 한 걸음까지 총력을 쏟아 대응해 나갈 것이다.
◆ 의장직 중점 추진 사안
질의: 의장직을 수행하며 가장 중점을 두고 추진한 주요 사안은?
답변: 먼저, 지역 불균형 해소를 위해 전력을 다하고 있다. 청산면 등 낙후 지역 주민 요구를 반영해 '옥천군 규제자유지역 발전 지원 조례'를 제정했다. 이를 통해 수질보전특별대책 외 지역에 대한 실질적 지원 근거를 마련해 지역 간 격차 해소에 주력하고 있다.
다음으로, 응급 의료 서비스 안정성 확보에 힘썼다. 타 지자체 사례와 현장 실태를 분석해 응급의료기관 지원 조례를 전면 개정했다. 긴급 상황에서도 안정적인 응급 의료 서비스 제공을 위한 재정 지원 근거를 확립했다.
또한, 농업의 지속 가능성을 높이는 데 집중했다. '옥천군 필수 농자재 지원 조례'와 '옥천군 스마트 농업 육성 및 지원에 관한 조례'를 제정해 농업인 소득 안정을 도모했다. 노인 복지 증진은 초고령 사회 대응의 핵심 과제로, 의원 연구단체를 중심으로 '지역사회 통합 돌봄 지원 체계 구축 방안'을 연구하고 있다. 마지막으로, '옥천군 조례 입법 영향 평가'를 실시해 기존 조례의 실효성과 합리성을 검토하고 불필요하거나 비현실적인 조례를 개선했다.
◆ 옥천군수 출마 여부와 독자·군민에게 전하는 말

The harvest season has ended, and it should be a time to enjoy the quiet joy of the off-season. Yet the worries of farmers only deepen. Behind the abundant landscape lies the harsh reality of farming households bent under the weight of soaring agricultural material costs.
On the afternoon of November 25, during the 329th 2nd Regular Session, we met Chairman Chu Bok-seong at the Okcheon County Council office. In the eyes of this man who has traversed the land of Okcheon for over 50 years, the passion of youth still burns bright. His firm conviction to never turn away from the hardships of citizens and his deep affection for his hometown Okcheon were evident in every word he spoke.
◆ Second Half Council Achievements
Question: What are the achievements of Okcheon County Council during your tenure as chairman in the second half?
Answer: Under the principle of 'citizen-centered responsible governance,' the second-half council conducted active legislative activities including 46 council-initiated ordinances and 29 five-minute free speeches. The council recorded an average of 6.5 ordinance proposals and 4.1 free speeches per member. This is based on 7 current members.
Last year, we adopted a resolution urging special disaster area designation for heavy rain damage and held a one-point extraordinary session for tax reductions for affected residents. After the rural basic income pilot project rejection this year, the council promptly adopted a resolution to address the unfairness. We strengthened field-centered legislative activities by visiting rural areas with poor living conditions multiple times and listening to residents' concerns. The second-half council has continued legislative activities working alongside citizens with the goal of 'visible achievements' and 'tangible governance.'
◆ Urging Essential Agricultural Materials Support Act
Question: Okcheon County Council unanimously adopted the 'Resolution Urging Prompt Enactment of Essential Agricultural Materials Support Act' on November 24. What is the background and key content of the resolution you proposed?
Answer: Okcheon County is a typical agricultural county. With 5,426 farming households and an agricultural population of 12,162, 25% of the total population of 48,340 is engaged in agriculture. This is based on October 31 data.
According to Statistics Korea data, the 2024 farm input price index rose 20.1% compared to 2020, and material costs surged 32.5%. Meanwhile, agricultural income stands at only 9.57 million won. Prices of essential agricultural materials like fertilizers, feed, and pesticides are skyrocketing while agricultural product prices remain stagnant. Farmers lose money the more they farm.
The resolution contains three key points. First, promptly complete legislative procedures including enforcement decree enactment. Second, secure sufficient national funding and establish sustainable mid-to-long-term financial support plans. Third, build an effective implementation system including timely subsidy payments and field-customized support.
◆ International Exchange with Bayanzurkh District, Mongolia
Question: You are promoting international exchange with Bayanzurkh District, Ulaanbaatar, Mongolia. What is the current progress and expected effects?
Answer: Okcheon County Council signed a Memorandum of Understanding (MOU) on friendly exchange cooperation with Bayanzurkh District Council, Ulaanbaatar, Mongolia on March 5, 2024. Visible results are emerging about a year after the agreement.
From July 2 to 5, 2025, a student delegation of 10 from Bayanzurkh District visited Okcheon County. This was the first case of substantial youth exchange between the two regions. Students participated in various programs including forest healing experience at Jangnyeongsan Natural Recreation Forest, Daecheongho tourist boat ride, and traditional culture experience at Yongamsa Temple. From August 7 to 10, 2025, I attended the 60th anniversary celebration of Bayanzurkh District with Vice Chairman Jo Gyu-ryong. We met with Bayanzurkh District Council Chairman Mendsaikhan and District Mayor Jargalsaikhan to discuss joint development and student and industrial exchange plans.
The expected effects are threefold. First, fostering international awareness among youth. Second, attracting foreign students in partnership with Chungbuk Provincial University. Third, expanding industrial and economic exchanges in various fields such as agriculture, tourism, and culture.
◆ Key Tasks for the 329th Regular Session
Question: Okcheon County Council opened the 329th 2nd Regular Session on November 24. What are the key tasks and legislative direction for this 30-day session running until December 23?
Answer: This regular session is an important schedule to wrap up 2025 and design 2026. The main agenda items are the 2025 administrative audit and 2026 budget review. For the administrative audit, we will closely examine the overall county administration, boldly demand corrections for problems, and encourage good performance in a balanced audit.
This session will also adopt resolutions to the government directly related to people's livelihoods. We will process the 'Resolution Urging Enactment of Essential Agricultural Materials Support Act' I proposed and the 'Resolution Urging Implementation of Automatic Welfare Payment System' proposed by Councilor Jo Gyu-ryong. It is hard to understand that there is no national support law when farmers are struggling with soaring fertilizer and pesticide prices. Many people in welfare blind spots cannot receive benefits because they cannot even apply. We will strongly urge the government on these matters.
◆ Response to Rural Basic Income Pilot Project Rejection
Question: Okcheon County was finally rejected from the rural basic income pilot project. What is Okcheon County Council's position and future response plan?
Answer: I deeply regret that Okcheon County was excluded from final selection despite being among 12 preliminary candidates out of 49 local governments. Chungcheongbuk-do was the only province excluded among eight provinces nationwide. This result is difficult to accept from the perspective of balanced regional development and policy equity.
Okcheon County Council has been actively responding. On September 25, we adopted a resolution at the 326th extraordinary session containing policy improvements for rural basic income and the necessity of Okcheon County's participation in the pilot project. On October 22, we pointed out the irrationality of the selection results excluding only Chungcheongbuk-do and requested additional designation for Okcheon County. On November 17, we strongly urged the National Assembly and government for prompt expansion of the project and additional designation of Okcheon County.
The National Assembly Agriculture, Food, Rural Affairs, Oceans and Fisheries Committee approved a preliminary budget increase of 170.6 billion won for the pilot project on November 13. This includes additional designation of 5 unselected counties and a 50% increase in the national funding ratio. Okcheon County Council will make every effort to respond to the National Assembly and government until the very end.
◆ Key Priorities During Chairman Tenure
Question: What are the major issues you focused on most while serving as chairman?
Answer: First, I am doing my best to resolve regional imbalances. Reflecting requests from residents in underdeveloped areas like Cheongsan-myeon, we enacted the 'Okcheon County Regulatory Free Zone Development Support Ordinance.' Through this, we established practical support grounds for areas outside the special water quality conservation measures and are focusing on resolving regional disparities.
Next, I worked to secure emergency medical service stability. By analyzing cases from other local governments and field conditions, we completely revised the emergency medical institution support ordinance. We established a financial support basis for stable emergency medical service provision even in emergencies.
Also, I focused on enhancing agricultural sustainability. We enacted the 'Okcheon County Essential Agricultural Materials Support Ordinance' and 'Okcheon County Smart Agriculture Promotion and Support Ordinance' to stabilize farmers' income. Improving elderly welfare is a key task in responding to a super-aged society, and we are researching 'Community Integrated Care Support System Construction Plans' centered on council research groups. Finally, we conducted the 'Okcheon County Ordinance Legislative Impact Assessment' to review the effectiveness and rationality of existing ordinances and improved unnecessary or unrealistic ordinances.
◆ County Mayor Candidacy and Message to Readers and Citizens
Question: Will you run for Okcheon County Mayor in the 9th Nationwide Local Elections on June 3 next year? And what message would you like to convey to Sisa Jonghap News readers and Okcheon citizens?
Answer: Currently, I am focusing on faithfully performing my duties as chairman. Fulfilling my responsibilities as the 9th Okcheon County Council Chairman is the top priority. I am concentrating on current legislative activities including the 2025 administrative audit, the 605 billion won 2026 budget review, and the 2025 3rd supplementary budget review.
I am carefully considering whether to run for County Mayor. As a native who was born and raised in Okcheon, my affection for hometown development remains unchanged. I will announce my candidacy decision at an appropriate time after comprehensively considering various factors including the party's nomination process, regional public opinion, and consultation with family.
First, I sincerely thank Sisa Jonghap News readers and Okcheon citizens for their unwavering support and deep encouragement for Okcheon County Council throughout this year. 2025 was a difficult year for ordinary citizens due to unstable domestic and international situations and continuing economic recession. I personally feel that concerns about daily life have greatly increased amid economic instability including high prices and high interest rates. Okcheon County Council will do its best to fulfill the council's original role until the end of its term so that the seeds of hope sown by the 9th council can lead to precious results driving regional development.
