◆ 청양군, 10개 읍면 순회 주민설명회 가동
청양군은 농어촌기본소득 시범사업 추진을 위한 주민설명회를 본격 시작했다. 군은 12월 1일 청양읍과 운곡면을 시작으로 5일까지 군내 10개 읍면을 순회하며 설명회를 개최한다.
설명회에서는 기본소득 개념, 효과, 신청 및 지급 방법, 기본소득 활성화 기금운영 등을 안내했다. 김돈곤 군수는 직접 참석해 주민 질문에 답변하며 소통 시간을 가졌다.
청양군은 지난 10월 20일 농림축산식품부 주관 농어촌기본소득 시범사업 공모에 최종 선정됐다. 군은 2026년부터 2027년까지 2년간 청양군에 주소를 두고 실제 거주하는 군민에게 매월 15만원을 지급할 계획이다.
◆ 신청 방법 및 지급 절차
기본소득 첫 신청은 12월 10일부터 2026년 1월 10일까지 한 달간 진행된다. 전입신고 후 30일이 지난 날부터 신청할 수 있다. 신청자 본인이 거주지 관할 읍면 행정복지센터를 방문해 직접 접수해야 한다.
군은 거동이 불편한 고령자와 장애인을 위해 12월 22일부터 31일까지 찾아가는 서비스를 운영한다.
지급 방식은 청양사랑상품권 모바일과 전용 체크카드로 이뤄진다. 지류 상품권은 지급하지 않는다. 스마트폰이 없는 군민에게는 선불카드를 별도 발급한다.
신규 전입자는 10월 20일 이후 전입한 경우 신청일 이후 90일간 실거주 여부를 추가 확인한다. 요건 충족 시 해당 기간 금액을 소급 지급한다.
◆ 연 540억원 지역경제 유입 기대
군은 기본소득 활성화 기금을 조성해 부르면 달려가유 심부름꾼, 경로당 무상급식 등 보편적 생활서비스 복지정책을 추진한다. 군은 주민이 주도하고 행정이 지원하는 청양형 기본사회를 구축할 방침이다.
김돈곤 군수는 "사업이 본격 시행되면 매년 540억원 규모 지역화폐가 지역경제에 유입된다"며 "인구소멸 위기 극복과 지역경제·지역공동체 활성화라는 두 가지 성과를 동시에 이끌어낼 것으로 기대한다"고 밝혔다.
김 군수는 "청양의 다돌봄 체계 안에서 군민 누구나 부족함 없는 생활을 누릴 수 있도록 청양형 기본사회를 만들어 가겠다"고 말했다.

◆ Cheongyang-gun Starts Touring Briefings Across 10 Eup and Myeon Areas
Cheongyang-gun launched resident briefings for the rural basic income pilot project. The county holds briefings touring 10 eup and myeon areas from December 1, starting with Cheongyang-eup and Ungok-myeon, until December 5.
The briefings covered basic income concepts, effects, application and payment methods, and basic income activation fund management. County Governor Kim Don-gon attended in person and answered residents' questions.
Cheongyang-gun was selected for the Rural Basic Income Pilot Project organized by the Ministry of Agriculture, Food and Rural Affairs on October 20. The county plans to pay 150,000 won monthly to residents registered and actually living in Cheongyang-gun for two years from 2026 to 2027.
◆ Application Methods and Payment Procedures
The first basic income application runs for one month from December 10 to January 10, 2026. Applications are possible 30 days after move-in registration. Applicants must visit the administrative welfare center in their residential eup or myeon area to apply in person.
The county operates a visiting service from December 22 to 31 for elderly and disabled residents with mobility difficulties.
Payment is made through Cheongyang Love Gift Certificate mobile and dedicated check cards. Paper gift certificates are not issued. Prepaid cards are separately issued to residents without smartphones.
New residents who moved in after October 20 undergo additional verification of actual residence for 90 days after the application date. Those who meet the requirements receive retroactive payment for that period.
◆ Expected 54 Billion Won Annual Injection into Local Economy
The county establishes a basic income activation fund to promote universal living service welfare policies including the "Coming When Called Errand Service" and "Free Meals for Senior Centers." The county plans to build a Cheongyang-style basic society where residents lead and administration supports.
County Governor Kim Don-gon said, "When the project is fully implemented, approximately 54 billion won in local currency will flow into the local economy annually." He added, "We expect to achieve two goals simultaneously: overcoming the population extinction crisis and revitalizing the local economy and community."
Governor Kim stated, "We will create a Cheongyang-style basic society where all residents can enjoy a life without shortage within Cheongyang's comprehensive care system."
