◆ 매칭비율 상향으로 재정 부담 급증

충북도의회 유재목 의원(옥천1)은 1일 국회 농림축산식품해양수산위원회에서 검토 중인 농어촌 지원사업 매칭비율 상향에 대비하도록 도정을 촉구했다. 국회는 현재 도비 매칭비율을 기존 18%에서 30%로 상향하는 방안을 유력하게 검토 중이다.

이에 따라 충북의 지방비 부담은 156억 원에서 260억 원 이상으로 증가한다. 2년간 전체 사업 규모는 520억 원에 달한다. 유 의원은 "결코 가벼운 사안이 아니다"고 강조했다.

◆ 본예산 미반영…사전 준비 부족

유 의원은 도정의 대응 준비 상황에 우려를 표했다. 관련 법안이 국회에서 최종 확정되면 2026년 1월 1일부터 즉시 집행되는 사업이다. 그러나 도는 본예산에 관련 예산을 반영하지 못했다.

또한 태스크포스(TF) 구성과 전담 인력 배치 등 사전 준비도 부족한 상황이다. 유 의원은 "사업 공백이 발생하지 않도록 미리 대응 체계를 갖춰야 한다"고 지적했다.

◆ 선제적 대응으로 도민 피해 방지

유 의원은 도 농정국의 책임감 있는 대응을 주문했다. 국비가 먼저 집행되더라도 지방비는 추경으로 마련해야 한다. 도 농정국이 변화하는 정부 재정 기준에 선제적으로 대응해야 도민 피해가 발생하지 않는다고 했다.

Park Jae-mok, assemblyman for Okcheon District 1 at the Chungcheongbuk-do Provincial Assembly, urged the provincial government on December 1st to prepare for the matching ratio increase in the rural support project currently under review by the National Assembly's Committee on Agriculture, Food and Rural Affairs. The National Assembly is actively reviewing increasing the provincial matching ratio from the current 18% to 30%.

This will increase Chungcheongbuk's local budget burden from 15.6 billion won to more than 26 billion won. The total project scale over two years reaches 52 billion won. Assemblyman Park emphasized that "this is no light matter."

◆ Original Budget Fails to Reflect Project...Inadequate Preliminary Preparation

Assemblyman Park expressed concern about the provincial government's readiness to respond. Once the related legislation is finalized in the National Assembly, the project launches immediately on January 1, 2026. However, the province failed to reflect related budget items in the original budget.

Additionally, preliminary preparations such as task force formation and dedicated personnel allocation remain insufficient. Assemblyman Park pointed out that "we must establish response systems in advance to prevent any project gaps."

◆ Proactive Response Prevents Damage to Residents

Assemblyman Park demanded responsible action from the provincial Agriculture Bureau. Even if national funds are executed first, local funds must be secured through supplementary budgets. The provincial Agriculture Bureau must respond proactively to changing government fiscal standards to prevent damage to residents.
