충남 서산시 대산읍 주민 60명이 12월 1일 경남 진주시 한국토지주택공사(LH) 본사를 방문해 '일자리연계형 지원주택사업' 추진을 촉구했다.

해당 사업은 대산산단 소재 중소기업 근로자 정주 여건 개선을 목표로 총사업비 798억 5천만 원을 투입해 공공임대아파트 290세대와 비즈니스 지원센터 건립을 추진하는 국가 공모사업이다. 서산시는 2023년 국토교통부 공모에 선정되어 행정안전부 지방재정투자심사 등 주요 행정절차를 완료한 상태다.

양측의 수요조사 결과가 심각한 수준으로 엇갈렸다. 서산시 조사 결과는 표본 1,000명 중 759명이 입주 의향을 보였으며 실제 수요는 647세대로 추정되었다. 대산산단 근로자 수요만으로도 계획 세대 수의 2배를 초과했다.

반면 LH 조사에서는 45세대 수요만 집계돼 사업 참여가 어렵다는 입장을 통보했다. 서산시는 LH가 조사 과정에서 수석지구 도시개발사업(1,748세대), 지역 국회의원 공약 기숙사(200세대) 등 사업과 무관한 항목과 당진 석문지구 미분양 1,000여 세대를 포함시켜 결과를 왜곡했다고 주장한다.

서산시는 대통령실, 국토교통부 장관에게 사업 추진을 촉구하며 중앙부처와 LH와의 지속적 소통을 추진할 방침이다. 시 관계자는 "해당 사업은 단순 임대주택 건설이 아닌 대산석유화학단지 근로자 정주 여건 개선을 통한 지역 활력 제고 사업"이라며 "정상 추진을 위해 주민과 국토교통부, LH와 계속 소통하겠다"고 밝혔다.

Sixty residents from Dasan Township, Seosan City, Chungcheongnam-do visited the Korea Land & Housing Corporation (LH) headquarters in Jinju City, Gyeongsan province on December 1 to urge the promotion of a 'Job-Linked Supported Housing Project.' The project aims to improve residential conditions for small and medium enterprise workers in the Dasan Industrial Complex by investing a total project budget of 79.85 billion won to construct 290 units of public rental apartments and a business support center. Seosan City was selected in the 2023 Ministry of Land, Infrastructure and Transport public competition and completed major administrative procedures including the Ministry of the Interior and Safety's local finance investment review.

The two sides' demand survey results diverged significantly. Seosan City's survey results showed that 759 out of 1,000 sample respondents expressed willingness to move in, with actual demand estimated at 647 units. Demand from Dasan Industrial Complex workers alone exceeded the planned unit count by more than twice. In contrast, LH's survey counted only 45 units of demand and communicated its difficult position regarding project participation. Seosan City argues that LH distorted the results by including unrelated items such as the Susok District urban development project (1,748 units) and a local member of parliament's pledge dormitory (200 units), as well as approximately 1,000 unsold units in Dangjin's Seokmun District in the survey process.

Seosan City will urge the project promotion through the Presidential Office and the Minister of Land, Infrastructure and Transport while pursuing continued communication with central government agencies and LH. A city official stated, "This project represents not simply the construction of rental housing but the improvement of residential conditions for workers in the Dasan Petrochemical Complex to revitalize the region. We will continue communicating with residents, the Ministry of Land, Infrastructure and Transport, and LH for normal project implementation."
