보은군의회 김도화 의원은 지난달 농림축산식품부가 추진하는 농어촌 기본소득 시범사업에서 보은군이 선정되지 못한 것을 지적했다. 농림축산식품부는 경기 연천, 강원 정선, 충남 청양, 전북 순창, 전남 신안, 경북 영양, 경남 남해 등 7개 시군을 선정했으나 충북은 제외됐다. 김 의원은 추후 공모 기회에 대비해 초고령·소멸위기 데이터 기반의 당위성 강화와 주민 의견 수렴 등 사전 준비를 강화해야 한다고 제안했다.
김 의원은 정부 주도의 기본소득 사업과 별개로 주민참여형 재생에너지 기본소득 도입을 촉구했다. 신안군은 태양광 발전사업을 통해 연간 약 26억원을 주민조합에 배당하며 약 20%의 투자수익률을 기록했다. 여주시 구양리는 주민 협동조합형 태양광 설비로 매달 약 1,000만원의 수익을 창출해 공동체 복지에 재투자하고 있다. 산업통상자원부도 태양광·풍력 발전 수익을 주민과 나누는 '햇빛연금·바람연금' 제도 설계를 추진 중이다.
김 의원은 보은군이 해결해야 할 과제로 발전부지 확보, 전문 인력 부족, 정부 공모 대응 경험 부재를 제시했다. 구체적으로 기본소득 도입 타당성 조사 시작, 주민 설문과 재정 분석, 주민협동조합 설립 지원을 제안했다. 아울러 중앙정부의 REC 가중치 지원과 저리 융자를 연계한 재무 계획 수립과 신재생에너지 공모사업 정보 수집 역량 강화를 강조했다. 김 의원은 "기본소득은 선택이 아닌 필수"라며 노인인구 비율 40%를 넘는 보은군의 소멸 방지를 위해 지역 자원 활용의 지속 가능한 수익 구조 창출이 필수라고 결론지었다.
