◆ 추모제 봉행
보은군이 제13회 한국전쟁 민간인희생자 보은합동추모제를 19일 보은문화원에서 봉행했다. 최재형 보은군수, 윤대성 보은군의회 의장, 노광식 보은경찰서장, 박용현 한국전쟁민간인희생자보은유족회장을 포함한 유족 및 관계자 50여 명이 참석했다. 추모제는 한국전쟁 당시 보은 지역에서 희생된 민간인의 넋을 기리고 유족들의 상처를 위로하기 위해 마련됐다.
◆ 행사 진행 및 기념강연
행사는 기념강연, 개회사 및 전통제례, 경과보고, 추도사, 헌화 및 분향 순으로 진행됐다. 박용현 유족회장이 초헌관을 맡았으며, 최재형 군수가 아헌관, 윤대성 의장과 노광식 경찰서장이 종헌관으로 참여했다. 기념강연은 '한국전쟁, 전쟁인가 학살인가'를 주제로 한국전쟁기 민간인 학살 사건을 되짚으며 역사적 교훈을 새겼다.
◆ 향후 계획
최재형 군수는 추도사에서 "희생자분들의 명예가 온전히 회복될 수 있도록 끝까지 함께하겠다"고 전했다. 보은군은 향후 한국전쟁기 민간인 희생자들의 역사적 기록을 체계적으로 정리하고 유족 지원과 추모사업을 지속 추진하기로 했다.

Boeun County held the 13th Korean War Civilian Victims Boeun Joint Memorial Service at the Boeun Cultural Center on the 19th. About 50 family members of victims and related officials participated, including Boeun County Mayor Choi Jae-hyung, Boeun County Council Chairman Yun Dae-sung, Boeun Police Chief Noh Kwang-sik, and Chairman Park Yong-hyun of the Korean War Civilian Victims Boeun Family Association. The memorial service was held to honor the spirits of civilians who sacrificed in the Boeun area during the Korean War and to console the bereaved families.
◆ Event Progress and Commemorative Lecture
The event proceeded in order: commemorative lecture, opening remarks and traditional ceremony, progress report, memorial address, and flowers and incense offering. Chairman Park Yong-hyun served as the chief officiant, Mayor Choi Jae-hyung as the second officiant, and Chairman Yun Dae-sung and Police Chief Noh Kwang-sik as the third officiants. The commemorative lecture, under the theme "Korean War: War or Massacre?", reviewed civilian massacre incidents during the Korean War and renewed historical lessons.
◆ Future Plans
Mayor Choi Jae-hyung said in his memorial address, "We will be with you until the end so that the honor of the victims can be fully restored." Boeun County plans to systematically organize historical records of civilian victims during the Korean War and continue supporting families and memorial projects.
