◆의료 격차 현황 진단
충북도의회 정책복지위원회는 14일 충북참여자치시민연대와 공동으로 공공의료 정책토론회를 개최했다. 이상식 위원장은 충북지역 의료 격차와 공공의료 공백 문제 해결을 위한 정책 방안을 논의했다. 청주·충주의료원 관계자와 충북도 공무원이 참석해 현장 의견을 청취했다. 박종혁 충북대 의대 교수는 '충북지역 공공의료의 현황과 정책 방향'을 주제로 발표했다. 의료·노동·지역·언론·시민사회·행정 분야 전문가 6명이 토론에 참여했다.
◆전문가 제안 내용
김소영 충북대 의대 교수는 코로나19 이후 공공의료 인식이 긍정적으로 변화했지만 시장 중심 의료체계로 지역 불균형이 심각하다고 지적했다. 권순남 민주노총 충북지역지부 충북대병원분회 회장은 2024년 전공의 집단행동으로 충북대병원 부채비율이 1,878%에 달한다고 밝혔다. 김형국 제천참여연대 대표는 제천·단양 지역이 초고령화와 관광객 유입으로 의료 수요가 증가하지만 인프라는 부족한 상황이라고 설명했다. 이훈 옥천신문 기자는 남부3군(옥천·보은·영동) 중증응급환자 관내 의료 이용률이 0%라고 강조했다. 손은성 충북참여자치시민연대 공동대표는 충북 치료 가능 사망률이 전국 1위라고 지적했다.
◆향후 대응 방안
한찬오 충북도 보건정책과장은 의료기관의 청주 편중 등 구조적 문제 개선을 위해 순회진료, 응급·분만 지원, 단양보건의료원 개원 등을 추진 중이라고 밝혔다. 이상식 위원장은 토론회를 통해 도민이 안전하게 치료받을 수 있는 방향을 확인했다고 말했다. 위원장은 입법·정책적 대응이 필요한 부분은 충북도와 검토해 도정에 반영하겠다고 밝혔다.

The Policy and Welfare Committee of Chungbuk Provincial Council held a public healthcare policy forum jointly with Chungbuk Participatory Autonomy Citizens' Solidarity on the 14th. Chairman Lee Sang-sik discussed policy measures to resolve medical gaps and public healthcare vacuums in the Chungbuk region. Officials from Cheongju and Chungju Medical Centers and Chungbuk Province civil servants attended to listen to field opinions. Professor Park Jong-hyuk from Chungbuk National University College of Medicine presented on 'Current Status and Policy Direction of Public Healthcare in Chungbuk Region'. Six experts from medical, labor, regional, media, civil society, and administrative fields participated in the discussion.
◆Expert Proposals
Professor Kim So-young from Chungbuk National University College of Medicine pointed out that although public healthcare perception changed positively after COVID-19, regional imbalance remains serious due to market-centered medical systems. Chairman Kwon Soon-nam of the Democratic Labor Union Chungbuk Regional Branch Chungbuk National University Hospital Chapter revealed that Chungbuk National University Hospital's debt ratio reached 1,878% due to the 2024 resident doctors' collective action. Representative Kim Hyung-guk of Jecheon Participatory Solidarity explained that Jecheon and Danyang areas face increased medical demand from super-aging and tourist influx but lack infrastructure. Reporter Lee Hoon from Okcheon Newspaper emphasized that the severe emergency patient in-area medical utilization rate in the southern three counties (Okcheon, Boeun, Yeongdong) stands at 0%. Co-representative Son Eun-seong of Chungbuk Participatory Autonomy Citizens' Solidarity pointed out that Chungbuk's treatable mortality rate ranks first nationwide.
◆Future Response Measures
Chungbuk Province Public Health Policy Director Han Chan-oh stated that the province is promoting mobile clinics, emergency and delivery support, and opening of Danyang Health and Medical Center to improve structural problems such as concentration of medical institutions in Cheongju. Chairman Lee Sang-sik said the forum confirmed directions for enabling residents to receive safe treatment. The chairman stated that legislative and policy responses needed will be reviewed with Chungbuk Province and reflected in provincial administration.
