◆ 수소생산기지 전면 재검토 촉구

충남도의회 기획경제위원회는 12일 산업경제실 행정사무감사를 실시했다.

이종화 의원(홍성2·국민의힘)은 보령과 홍성 경계지역 바이오가스 활용 수소생산기지 사업에 관해 "주민 피해가 예상되는 상황"이라고 지적했다. 이 의원은 "시설 인근은 이미 악취 민원이 심각하고 홍성군민들이 실제 피해를 겪고 있다"면서 "도비 10억8천만원이 투입되는 사업이지만 도민 생활환경을 해치면 추진을 재고해야 한다"고 주장했다.

특히 광천 지역 산업 구조를 들어 우려를 표했다. 이 의원은 "광천은 김과 토굴 새우젓 등 식품산업이 집중된 지역으로 악취 피해가 더욱 심각하다"며 "충분한 설명이나 공론화 없이 사업을 추진한 것은 명백한 행정의 문제"라고 비판했다. 이어 "홍성군민의 피해를 초래하는 수소생산기지 사업을 전면 백지화해야 한다"고 촉구했다.

지원사업 투명성 강화, 산업 전환 선제 대응

◆ 안종혁 위원장(천안3·국민의힘)은 미국 관세 피해 수출기업 지원사업의 문제점을 제기했다.

안 위원장은 "자료상 5억원씩 현금이 직접 지원되는 것처럼 보이지만 실제 융자·보증·이자 보전 형태로 운영 중"이라며 "기업들이 혼동하지 않도록 사업 구조를 명확히 안내해야 한다"고 주문했다. 또한 "사업 대상이 미국 수출기업뿐 아니라 타국 수출기업까지 포함되는데 설명이 부족했다"면서 "지원 기준과 범위를 투명하게 공개하고 실질적으로 피해 기업에 도움이 되는 방향으로 제도를 개선해야 한다"고 강조했다.

구형서 부위원장(천안4·더불어민주당)은 냉매 산업 전환에 선제적 대응을 주문했다. 구 부위원장은 "국제협약에 따라 HCFC 냉매 사용이 2030년까지 단계적으로 금지된다"며 "도내 농업·산업용 냉난방기 중소기업이 기술 전환에 대응할 수 있도록 선제적 지원 방안을 마련해야 한다"고 강조했다. 아울러 탄소중립 산업단지 공모 탈락과 관련, "분산에너지 특화지역 지정 등 후속 전략을 통해 재도전해야 한다"고 제안했다.

◆ 사업 집행률 저조, 지역경제 소외 문제 지적

이정우 의원(청양·더불어민주당)은 충남사회적경제혁신타운의 운영 부실을 지적했다.

이 의원은 "287억원이 투입된 거점사업임에도 34개 공간 중 절반만 입주했고 상주 기업은 4∼5곳에 불과하다"며 "운영 실태를 재점검하고 실질적 활성화 방안을 마련해야 한다"고 강조했다. 또한 "사회적경제 행사가 천안·아산에 편중돼 있다"면서 "청양에서도 분기별 1회 이상 정기 개최해 지역 균형을 이루어야 한다"고 주문했다. 아울러 "도시가스 보급 확대로 LPG 영업 종사자들이 어려움을 겪고 있다"며 "에너지 전환 과정에서 이들이 소외되지 않도록 지원책을 마련해야 한다"고 촉구했다.

지민규 의원(아산6·무소속)은 사업 집행률 저조와 지역 외 업체 우대 관행을 비판했다. 지 의원은 "집행률 50% 이하 사업이 26개에 달하며 기한 내 완료되지 못한 사업들이 많은 것은 명백한 행정관리 부실"이라고 지적했다. 또한 "충남도 주관 충남 지역 행사 계약 업체가 대부분 서울 소재인 것은 납득하기 어렵다"며 "충남 소재 역량 있는 행사 전문업체들이 많은데 도 외 업체와 수의계약을 맺는 것은 지역경제 활성화 취지에 역행하는 행정"이라고 비판했다. 이어 "도의 산업경제를 담당하는 부서로서 도내 기업 참여를 확대할 수 있는 개선책을 마련해야 한다"고 주문했다.

Councilor Lee Jong-hwa (Hongseong District 2·Democratic Party of Korea) raised concerns regarding the biogas-fueled hydrogen production base project in the border area between Boryeong and Hongseong, stating "resident damage is expected." Councilor Lee pointed out that "odor complaints in the vicinity of the facility remain severe and Hongseong residents experience actual damage," adding "although 1.08 billion won in provincial funds is being invested in this project, operations should be reconsidered if they harm residents' living environment."

Particular concern was expressed regarding the industrial structure of the Gwangcheon area. Councilor Lee stated, "Gwangcheon is a region concentrated with food industry including seaweed and fermented shrimp products, making odor damage even more severe," and criticized that "proceeding with the project without sufficient explanation or public discourse represents a clear administrative problem." He further urged, "The hydrogen production base project causing damage to Hongseong residents must be completely canceled."

◆Enhanced Transparency in Support Programs, Proactive Response to Industrial Conversion

Committee Chair An Jong-hyuk (Cheonan District 3·Democratic Party) raised issues with the U.S. tariff-affected export company support program.

Chair An stated, "Although documents appear to show 500 million won directly supported as cash, operations actually function through loans, guarantees, and interest subsidies," urging "companies' confusion must be prevented through clear program structure guidance." He added, "although the program targets not only U.S. exporters but also exporters to other countries, explanations have been insufficient," emphasizing that "support standards and scope must be disclosed transparently, and systems must be improved to actually benefit affected companies."

Vice-Chair Koo Hyung-seo (Cheonan District 4·Democratic Party of Korea) urged proactive response to refrigerant industry conversion. Vice-Chair Koo stated, "Under international agreements, HCFC refrigerant use is prohibited gradually until 2030," emphasizing that "preemptive support measures must be established to enable small and medium-sized agricultural and industrial air-conditioning companies in the province to respond to technological conversion." Additionally, regarding carbon-neutral industrial complex application failure, he suggested, "rechallenging through follow-up strategies such as distributed energy specialty zone designation is necessary."

◆ Low Project Execution Rate, Regional Economy Exclusion Issues Raised

Councilor Lee Jung-woo (Cheongyang·Democratic Party of Korea) identified operational deficiencies at the Chungnam Social Economy Innovation Town.

Councilor Lee emphasized, "Despite 28.7 billion won investment in this flagship project, only half of 34 spaces are occupied and resident companies number only 4 to 5," urging "operational conditions must be rechecked and practical activation measures must be established." He added, "social economy events concentrate in Cheonan and Asan," calling for "regular quarterly hosting in Cheongyang to achieve regional balance." Furthermore, he urged that "LPG business operators face difficulties due to expanded city gas supply," requesting that "support measures be established to prevent these workers from being left behind during energy conversion."

Councilor Jee Min-gyu (Asan District 6·Independent) criticized low project execution rates and favorable treatment of out-of-province contractors. Councilor Jee stated, "26 projects show execution rates below 50%, with numerous projects incomplete within deadline representing clear administrative management failure." Additionally, he criticized, "although Chungnam Province led this and the event occurred in Chungnam, most contracted companies are Seoul-based, which is difficult to accept," noting that "many event specialist companies with sufficient capacity exist in Chungnam, yet contracting with out-of-province companies contradicts regional economy activation intent." He urged, "As the department responsible for the province's industrial economy, improvement measures expanding domestic company participation must be established."
