최 시장은 "수도권 명문대를 세종으로 이전하고 세종의 국책연구기관과 대전 대덕연구단지를 연계하면 대한민국의 두뇌가 모이는 메가싱크탱크 지구를 조성할 수 있다"고 했다. 이어 "한글문화도시 세종에 국제폴리텍대학을 설립해 외국인 기술인재를 양성해야 한다"고 덧붙였다.
◆ 이번 회의에서 한일 양국 광역자치단체는 공동합의문을 체결했다. 한일 국교 정상화 60주년을 맞은 이번 회의는 11~13일 인천에서 열렸으며, 11일 일본 대표단 자체 행사, 12일 본회의, 13일 인천시내 행정시찰이 진행됐다.
최 시장은 "일본 지방정부와의 교류를 확대하고 지속가능한 발전을 위한 협력을 이어가겠다"고 밝혔다.

Mayor Choi proposed three measures to strengthen administrative capital functions: establishing a mega think tank in the central region, attracting prestigious universities from the Seoul metropolitan area, and building a global industrial talent cultivation system.
Mayor Choi stated, "If we relocate prestigious universities from the Seoul metropolitan area to Sejong and connect Sejong's national research institutes with Daejeon's Daedeok Research Complex, we can create a 'mega think tank district' where Korea's brightest minds gather." He added, "We must establish an International Polytechnic University in Sejong, the Korean culture capital, to cultivate foreign technical talent."
◆ The Korea-Japan regional governments signed a joint agreement at this conference. Held in Incheon from December 11-13 to commemorate the 60th anniversary of Korea-Japan diplomatic normalization, the event featured a Japanese delegation-organized event on the 11th, the main conference on the 12th, and administrative inspection of Incheon on the 13th.
Mayor Choi stated, "We will expand exchanges with Japanese local governments and continue cooperation for sustainable development."
