◆ 학교폭력 증가…제도 개선 촉구

대전시의회 교육위원회(위원장 이금선)는 12일 제291회 정례회 제2차 의사일정에서 대전광역시 동·서부교육지원청 소관 행정사무감사를 실시했다.

이금선 위원장은 관내 학교폭력 발생 건수 증가를 지적했다. 학교폭력대책심의위원회의 공정성과 전문성 확보를 주문했으며, 유성구 원신흥동 양우내안애 아파트 통학구역 조정 민원 해결을 위한 합동 현장 점검을 제안했다. 교권보호 대책 마련도 당부했다. 내일 시행되는 2026학년도 대학수학능력시험의 원활한 진행을 위해 사전 준비에 최선을 다할 것을 강조했다.

김민숙 부위원장은 학교폭력대책심의위원회 운영상 문제점을 지적했다. 위원 연임 제한 부재, 운동부 학폭 관련 기피·제척 기준 부재, 전문가 자격 기준 미비 등의 제도 개선이 필요하다고 강조했다. 현직 학교장의 학폭위 심의위원 참여 비율이 높고 심의 건수 증가로 야간까지 심의가 진행되면서 학교 업무 공백과 담당인력 부족, 부실 심의 우려가 발생한다고 지적했다. 학폭위의 목적이 처벌이 아닌 교육적 회복과 재발방지임을 명확히 하고, 예방 중심 정책 강화·자격 있는 위원 구성·비위자 배제·연임 제한 도입 등 교육청의 신뢰 회복을 위한 근본 대책 마련을 촉구했다.

◆ 학원 단속·화재 예방 강화

이상래 의원(국민의힘, 동구2)은 관내 학원 등에 대한 단속에서 성범죄와 아동학대 경력 미조회 사안이 반복 적발되고 있음을 지적했다. 아동과 학생을 직접 대면하는 기관인 만큼 교육청의 사전 연수 및 행정지도 강화를 당부했다. 급식실 화재 재발방지를 위해 신규 조리실무사 대상 소화기 사용법 및 화재예방 교육을 주문했다. 대청호 제2취수탑 설치 추진과 관련해 동명초등학교 학생과 교직원의 학습 지장이 없는 복합시설 설치 방안 모색을 위한 협의를 요청했다.

김진오 의원(국민의힘, 서구1)은 지난 10월 대전도마중학교 급식실 화재를 언급하며 화재 대피 훈련과 안전교육의 중요성을 강조했다. 대전서부교육지원청의 근무여건 개선을 위한 증·개축 추진을 당부했다. 소규모학교 공동통학구역 활성화 제도 취지에 맞춰 작은 학교를 선택한 학생들이 안전하고 만족스러운 교육환경에서 교육받을 수 있도록 교육지원청의 세심한 지원을 요청했다. 둔산자이아이파크 아파트 민원과 관련해 초등학교 통학구역 설정 시 통학안전을 최우선으로 고려한 일관된 기준과 원칙이 필요함을 강조했다.

Chair Lee Geum-seon pointed out the increase in school violence incidents in the region. He called for securing fairness and expertise of the School Violence Countermeasures Committee and proposed joint on-site inspections to resolve civil complaints regarding school district adjustment at Yangu Nae-anae Apartments in Won Shin-heung-dong, Yuseong-gu. He also emphasized preparations for teacher rights protection and called for thorough preparation to ensure the smooth implementation of the 2026 College Scholastic Ability Test scheduled for tomorrow.

Vice Chair Kim Min-sook identified operational problems with the School Violence Countermeasures Committee. He emphasized the need for system improvements including lack of restrictions on committee member reappointments, absence of recusal standards related to school violence in sports departments, and insufficient expert qualification standards. He pointed out that high participation rates of incumbent principals as committee members and increased review cases extending to evening sessions create school operational vacancies and concerns about personnel shortages and inadequate reviews. He clarified that the committee's purpose is educational recovery and prevention of recurrence, not punishment, and urged fundamental measures for restoring public trust in the education office, including strengthened prevention-focused policies, qualified committee composition, exclusion of wrongdoers, and introduction of reappointment restrictions.

◆ Strengthen Institute Enforcement and Fire Prevention

Councilor Lee Sang-rae (People Power Party, District 2) pointed out repeated detection of cases involving failure to check sexual crime and child abuse records during enforcement actions against private institutes in the region. He called for strengthened preliminary training and administrative guidance by the education office, given that these institutions directly interact with children and students. He requested follow-up measures including fire extinguisher usage training and fire prevention education for newly hired cooking staff to prevent cafeteria fires. Regarding the promotion of the second water intake tower installation at Daechung Lake, he requested active consultation to explore complex facility installation methods that do not interfere with students and staff learning at Dongmyeong Elementary School.

Councilor Kim Jin-o (People Power Party, District 1) referred to the October cafeteria fire at Daejeon Doma Middle School and emphasized the importance of fire evacuation drills and safety education. He called for smooth promotion of facility expansion and renovation to improve working conditions at the Daejeon West District Office of Education. He requested careful support from the education office so that students who chose small schools through the small school joint school district activation system can receive education in safe and satisfactory environments. Regarding civil complaints related to Doonsan Jae I-Park Apartments, he emphasized the need for consistent standards and principles that prioritize school commute safety when setting elementary school districts.
