◆ 행정사무감사로 교통 현안 점검
대전시의회 산업건설위원회는 12일 제291회 제2차 정례회에서 교통국 행정사무감사를 실시했다. 위원장 송인석은 교통국 소관 주요 업무보고를 청취한 뒤 시민 안전과 직결된 교통 정책의 현장 이행 실태를 점검했다.
◆ 버스 사고 24%대 증가, 정책 공백 노출
시내버스 차대차 사고가 114건에서 144건으로 증가했다. 부위원장 김영삼은 대덕특구 순환버스 무선충전 실증사업 종료 후 400명 이용자에 대한 대체 수단이 없다고 지적했다. 의원 김선광은 버스 후면 조명 시범사업에 14개 업체 중 2곳만 참여했고, 가장 많은 차량을 보유한 업체가 불참했다고 밝혔다. 사고 예방 대책이 리스크 지점을 비껴가고 있다는 주장이 제기됐다.
◆ 고령운전자 3% 면허 반납률, 구조적 개선 촉구
교통사고 사망자는 78.9% 늘었고, 65세 이상 사망자는 67.6% 증가했으나 고령운전자 면허 반납률은 3%대에 머물렀다. 의원 박주화는 면허 반납 10만 원 지원만으로는 현장 체감을 따라가지 못한다고 지적했다. 그는 안전보조장치 지원 확대와 이동 수단 선택지 다변화 같은 실질적 보완책이 필요하다고 제언했다.
◆ 어린이 무상교통 7억 원 예산, 실행 미루어져
고령자 무임교통에 216억 원이 편성된 반면, 사회보장협의까지 완료된 어린이 무상교통 7억 원은 지연되고 있다. 의원 김선광은 "버스 안전은 선언이 아닌 구조 개선으로, 어린이 이동권은 검토가 아닌 실행으로 전환하라"고 촉구했다.
◆ 교통약자 이동지원 15대 부족, 국비 매칭 실패
보행상 중증장애인용 특장차가 131대 필요하지만 116대만 운영 중이다. 의원 방진영은 최근 2년간 국비·시비 매칭 실패로 17대를 반납했다고 지적했다. "확보한 국비를 되돌리는 일은 반복돼선 안 된다"고 강조했다. 차량번호판 발급 민원도 지연되고 있으며, 대행업체 장비 운영 시간이 18시보다 이르고 대기시간이 2시간을 초과하는 경우도 있다.
◆ 택시·버스 준공영제 실적 미흡
공공형 택시 등교 택시는 945건 이용에 그쳐 사실상 존재만 하는 정책으로 전락했다. 의원 송활섭은 교육청·학교·지자체 협의체를 가동해 수요 기반으로 재설계할 것을 촉구했다. 시내버스 준공영제 성과급 부정수급 사건과 관련해 "시민 혈세가 투입되는 만큼 관리·감독에 빈틈이 있어선 안 된다"고 강조했다.
