서산시, 겨울철 제설 대책 본격 가동…1629㎞ 노선 대상

◆ 1513개 노선 1629㎞ 제설 작업

서산시는 11월 15일부터 내년 3월 15일까지 약 4개월간 겨울철 제설 대책을 본격 운영한다. 제설 대책은 관내 시도, 농어촌도로 등 연장 1629㎞에 이르는 1513개 노선을 대상으로 한다.

서산시는 제설 자원 확보와 장비 정비를 완료했다. 제설제 575톤, 소금 2213톤, 염수 480톤이 마련됐다. 제설 장비는 차량 30대, 굴삭기 2대, 살포기 30대, 제설기 224대가 운영 준비를 마쳤다. 비상 대응 체계 운영을 위한 제설 인력으로 읍면동 제설단 214명을 편성했다.

◆ 취약 구간 자동 염수분사장치 설치

서산시는 제설 및 결빙 취약 구간 16개소에 자동 염수분사장치를 설치·운영한다. 현재 모든 장치에 대한 시험 가동이 완료된 상태다.

서산시는 대설주의보 또는 경보 발령 시 보고 및 출동체계에 따라 철저한 제설을 시행할 계획이다. 국도와 지방도 등 주요 도로에 대해서는 관계 기관과의 합동 대응 체계를 강화해 신속히 대처할 방침이다.

◆ 시민 참여 홍보 강화

서산시는 '내 집 앞 눈 치우기' 동참, 대중교통 이용, 겨울철 안전 수칙 준수 등 시민들의 적극적인 참여를 유도하기 위한 홍보를 강화할 예정이다.

이완섭 서산시장은 "겨울철 강설에 대비한 철저한 제설 대책으로 불편 없는 도로 환경을 제공하고 시민의 불편을 최소화하겠다"며 "무엇보다 시민의 안전을 최우선으로 체계적이고 신속한 제설이 이뤄질 수 있도록 행정력을 집중하겠다"고 말했다.

서산시는 11월 10일 제설단의 제설 작업 시 안전을 확보하기 위해 '서산시 제설단 지원에 관한 조례'를 제정했다.

Seosan City will fully operate its winter snow removal plan for approximately four months from November 15 to March 15 next year. The snow removal plan targets 1,513 routes spanning 1,629km including city roads and rural roads in the jurisdiction.

Seosan City has completed securing snow removal resources and equipment maintenance. 575 tons of de-icing materials, 2,213 tons of salt, and 480 tons of brine solution have been prepared. Snow removal equipment including 30 vehicles, 2 excavators, 30 spreaders, and 224 snow plows have completed operational preparations. A snow removal workforce of 214 members from eup, myeon, and dong districts has been organized for emergency response system operation.

◆ Automatic brine spray devices installed in vulnerable sections

Seosan City has installed and operates automatic brine spray devices at 16 locations vulnerable to snow removal and freezing. Test operations for all devices have currently been completed.

Seosan City plans to implement thorough snow removal according to reporting and dispatch systems when heavy snow advisories or warnings are issued. For major roads such as national and provincial highways, the city plans to strengthen joint response systems with relevant agencies for rapid response.

◆ Strengthening citizen participation promotion

Seosan City plans to strengthen promotion to encourage active citizen participation including participation in 'clearing snow in front of my house,' using public transportation, and observing winter safety rules.

Seosan Mayor Lee Wan-seop stated, "We will provide a convenient road environment and minimize citizen inconvenience through thorough snow removal measures in preparation for winter snowfall," adding, "Above all, we will concentrate administrative power to ensure systematic and rapid snow removal with citizen safety as the top priority."

Seosan City enacted the 'Seosan City Snow Removal Team Support Ordinance' on November 10 to ensure safety during snow removal work by the snow removal team.
