◆ 심의 지연으로 피해 학생 불안 지속
충남지역 학교폭력대책심의위원회(학폭위) 개최가 평균 3개월 이상 지연되고 있다. 충남도의회 교육위원회 이용국 의원은 “피해 학생이 수업 참여에 어려움을 겪고 학교 분위기도 위축된다”고 지적했다.

◆ 심의 절차 및 인력 부족 상황
학폭위는 사건 접수 후 교육지원청이 주관하며, 피해·가해 학생 진술 조사 및 법률 검토를 거쳐 처분을 결정한다. 그러나 주무관 1~2명이 수십 건을 동시에 처리하고 변호사 인력도 부족해 처리가 지연된다. 천안교육지원청과 아산교육청에서 심의 개최까지 평균 3개월 이상 걸린다.

◆ 교육청 계획과 향후 대응
충남교육청 관계자는 “현재 학폭위 심의는 접수 후 평균 40~50일 내 진행 중”이라면서 “내년 1월 천안·아산 등 인력 충원으로 지연 문제가 크게 개선될 것”이라고 밝혔다.

◆ Delays Cause Student Anxiety
The Chungnam region’s School Violence Countermeasure Committee (SVCC) hearings face delays averaging over three months. Assemblyman Lee Yong-guk from the Chungnam Provincial Council stated, “Victims struggle to participate in classes, and the school atmosphere suffers.”

◆ Overburdened Procedures and Staffing Shortages
The SVCC, overseen by local education offices, investigates statements and legal aspects before deciding on disciplinary measures. However, 1-2 officers handle dozens of cases simultaneously, and legal staff shortages cause delays. In Cheonan and Asan education offices, hearings take over three months on average.

◆ Education Office Response and Future Plans
A Chungnam Education Office official explained, “Currently, hearings occur within 40 to 50 days of case receipt.” The office plans to increase staff in January to reduce delays significantly in Cheonan and Asan areas.
